TO HONOR AND COMMEND OFFICER DEAN BLAMER FOR TWENTY-EIGHT YEARS OF DISTINGUISHED SERVICE TO THE CITIZENS OF THE COMMUNITY OF THE CITY OF GAHANNA.

WHEREAS, the City of Gahanna is proud to honor and recognize Officer Dean Blamer for 28 years of distinguished service to the citizens of this community. Officer Blamer was originally appointed to the Division of Police on June 9th, 1990, following ten years of exceptional service with the Mansfield Police Department; and
WHEREAS, over the next 28 years Officer Blamer patrolled the streets of the City to promote safer and stronger neighborhoods, served in a variety of other critical roles in support of the Division's mission, and became one of the Division's most prominent informal leaders; and
WHEREAS, following his appointment, because of Officer Blamer's ability to engage and connect with those he served, he was among the vanguard in his role during the Division's transition to community-oriented policing; and
WHEREAS, Officer Blamer fully embraced the principles of community-oriented policing by developing partnerships, by working with stakeholders to identify problems and implement solutions, and through his understanding that, "The police are the public and the public are the police." Likewise Officer Blamer forged bonds with the City's business community, yielding invaluable support of the Division over the course of his career; and
WHEREAS, in May 2002, because of Officer Blamer's particular acumen and skill in his outreach efforts with children and students, he was selected as one of the first School Resource Officers in the history of the Division, with a primary mission of serving and supporting the students, faculty, and staff of Gahanna Lincoln High School, one of the State's largest public schools; and
WHEREAS, Officer Blamer went on to work in collaboration with Gahanna-Jefferson Public School District faculty and staff to foster a safe and positive learning environment, to devel...
