TO HONOR AND COMMEND OFFICER DEAN BLAMER FOR TWENTY-EIGHT YEARS OF DISTINGUISHED SERVICE TO THE CITIZENS OF THE COMMUNITY OF THE CITY OF GAHANNA.

 

Body

 

WHEREAS, the City of Gahanna is proud to honor and recognize Officer Dean Blamer for 28 years of distinguished service to the citizens of this community. Officer Blamer was originally appointed to the Division of Police on June 9th, 1990, following  ten years of  exceptional service with the Mansfield Police Department; and

 

WHEREAS, over the next 28 years Officer Blamer patrolled the streets of the City to promote safer and stronger neighborhoods, served in a variety of other critical roles in support of the Division’s mission, and became one of the Division’s most prominent informal leaders; and

 

WHEREAS, following his appointment, because of Officer Blamer’s ability to engage and connect with those he served, he was among the vanguard in his role during the Division’s transition to community-oriented policing; and

 

WHEREAS, Officer Blamer fully embraced the principles of community-oriented policing by developing partnerships, by working with stakeholders to identify problems and implement solutions, and through his understanding that, “The police are the public and the public are the police.” Likewise Officer Blamer forged bonds with the City’s business community, yielding invaluable support of the Division over the course of his career; and

 

WHEREAS, in May 2002, because of Officer Blamer’s particular acumen and skill in his outreach efforts with children and students, he was selected as one of the first School Resource Officers in the history of the Division, with a primary mission of serving and supporting the students, faculty, and staff of Gahanna Lincoln High School, one of the State’s largest public schools; and

 

WHEREAS, Officer Blamer went on to work in collaboration with Gahanna-Jefferson Public School District faculty and staff to foster a safe and positive learning environment, to develop and introduce educational programs focused on student safety, and to serve as a mentor and role model for the City’s most precious resource - our children. In so doing, Officer Blamer helped bridge divides, promoted understanding, and connected the Division to its youth community in lasting and enduring ways not achieved theretofore; and

 

WHEREAS, Officer Blamer exemplified the Division’s Core Values, not just because he was expected to do so as an officer, but because he truly believed in maintaining the humanity, dignity, and respect of all those with whom he interacted during the exercise and performance of his duties; and

 

WHEREAS, Officer Blamer, because of his many positive contributions to City of Gahanna and the law enforcement profession, leaves behind a Division that’s stronger and more tied to the community than it was when his service began; and

 

WHEREAS, Council wishes to express our greatest appreciation to Officer Blamer for his Commitment, Professionalism, Pride, Integrity, for being Purpose-Driven, and for demonstrating Respect and Enthusiasm throughout his career.  We extend our finest wishes for continued success and happiness in all of Dean’s future endeavors and life’s pursuits; you will be truly missed by your brothers and sisters, all City staff, and this community.

 

NOW, THEREFORE, BE IT RESOLVED BY THE COUNCIL OF THE CITY OF GAHANNA, COUNTY OF FRANKLIN, STATE OF OHIO:

 

Section 1. That this Council hereby honors and commends Officer Dean Blamer for twenty-eight years of distinguished service to the citizens of the community of the City of Gahanna.

 

Section 2. That this Resolution shall be in full force and effect immediately after passage by this Council.
