AN ORDINANCE AUTHORIZING A SUPPLEMENTAL APPROPRIATION - DISPATCH WAGES, WAIVING SECOND READING AND DECLARING AN EMERGENCY

WHEREAS, the Council has authorized the Mayor to enter into a bargaining agreement with the Fraternal Order of Police - Ohio Labor Council, Inc (FOP-OLC) for the period beginning January 1, 2022, through December 31, 2024; and
WHEREAS, the approval of the contract terms of the bargaining agreement retroactive to January 1, 2022, will allow members to receive back wages; and
WHEREAS, the Department of Administrative Services and Division of Police request a supplemental appropriation from unencumbered, unappropriated fund balance of the General Fund in the amount of $18,262 to implement the new contract; and
WHEREAS, the administration requests the measure be declared an emergency immediately necessary for the public peace, safety, and welfare of the City of Gahanna to wit: fulfilling the terms of the bargaining agreement between the City of Gahanna and the FOP-OLC;
NOW, THEREFORE, BE IT ORDAINED BY THE CITY OF GAHANNA, COUNTY OF FRANKLIN, STATE OF OHIO:
Section 1. That the Council authorizes fiscal year 2022 supplemental appropriations for the following accounts:
10110130.5105 Dispatch Full-Time Wages: $14,650
10110130.5115 Dispatch Overtime: $1,000
10110130.5130 Dispatch Retirement: $2,276
10110130.5140 Dispatch Workers Comp: $171
10110130.5145 Dispatch Medicare: $165
Section 2. That the second reading is hereby waived.
Section 3. That, for the reasons set forth in the preamble, this Ordinance is declared an emergency, which shall be in full force and effect immediately upon passage by this Council and on date of the signature of approval by the Mayor.
