AN ORDINANCE TO AMEND PART FIVE, GENERAL OFFENSES CODE, CHAPTER 521, HEALTH, SAFETY, AND SANITATION, OF THE CODIFIED ORDINANCES OF THE CITY OF GAHANNA; TO PROHIBIT THE DISTRIBUTION OF UNSOLICITED WRITTEN MATERIALS.

WHEREAS, City Officials have been contacted by residents expressing concern of litter caused by unsolicited written materials such as newspapers wrapped in plastic; and
WHEREAS, research was conducted in order to determine the extent of the problem; and
WHEREAS, the Administration agrees that amending city code to include the prohibition of the distribution of unsolicited written materials would benefit the City by reducing unwanted and unnecessary litter.
NOW, THEREFORE, BE IT ORDAINED BY THE COUNCIL OF THE CITY OF GAHANNA, COUNTY OF FRANKLIN, STATE OF OHIO:
Section 1. That, Part Five, General Offenses Code, of the Codified Ordinances of the City of Gahanna, Chapter 521, Health, Safety and Sanitation is hereby amended as set forth in EXHIBIT A, attached hereto, to include section 521.11, Prohibition of Unsolicited Written Materials.
Section 2. That existing Chapter 521, Health, Safety and Sanitation, of Part Five, General Offenses Code, of the Codified Ordinances of the City of Gahanna, or any Ordinances or parts of Ordinances in conflict herewith, are hereby repealed.
Section 3. That this Ordinance shall be in full force and effect after passage by this Council and 30 days after date of signature approval by the Mayor.
