ORDINANCE TO AMEND THE CODE OF ORDINANCES OF GAHANNA, OHIO: Enacting Chapter 132 DEPARTMENT OF PLANNING; WAIVING SECOND READING AND DECLARING IT AN EMERGENCY.

WHEREAS, the Mayor recognizes that it is a priority for the City of Gahanna to build equitable and sustainable communities with a mix of amenities, affordable housing, transportation, and economic development; and
WHEREAS, the City of Gahanna would benefit from a new executive planning office that will align job functions that are necessary and critical to the planning process, including building, zoning and code enforcement functions, resulting in increased efficiencies and improved level of customer service; and
WHEREAS, the new planning office will coordinate across City departments to comprehensively and systematically address growth, prioritize and direct investments, and assess how existing code provisions, policies and practices both encourage or discourage future development, as well as positively and negatively impact Gahanna citizens; and
WHEREAS, there is tremendous value in creating a stronger infrastructure for City departments to work together to identify creative solutions to leverage Gahanna's resources and ensure a cohesive approach to planning; and
WHEREAS, the Mayor's Office, the Department of Planning and Development, and other City departments have developed a plan to transfer the planning responsibilities to this new Department; and,
WHEREAS, it is imperative to move forward with this enactment for the preservation of the public peace, health, safety and welfare;
NOW, THEREFORE, BE IT ORDAINED BY THE COUNCIL OF THE CITY OF GAHANNA, COUNTY OF FRANKLIN, STATE OF OHIO:
Section 1. That Chapter 132 Department of Planning be and is hereby enacted as set forth in EXHIBIT A, attached hereto and made a part herein.
Section 2. That the second reading is hereby waived.
