TITLE
TO AUTHORIZE THE MAYOR TO ENTER INTO A WORKING AGREEMENT WITH FRANKLIN SOIL & WATER CONSERVATION DISTRICT (FSWCD) FOR NATIONAL POLLUTANT DISCHARGE ELIMINATION SYSTEM (NPDES) STORMWATER COMPLIANCE.

WHEREAS, There are certain Ohio EPA requirements the City must meet in order to be in compliant with NPDES program and maintain the City’s NPDES permit; and
WHEREAS, those requirements revolve around meeting the permit’s six (6) minimum control measures: public outreach, public involvement, illicit discharge detection and elimination (IDDE), erosion and sedimentation control, post construction runoff and good housekeeping; and
WHEREAS, in order to meet these measure and ultimately report the results to the Ohio EPA, the City partners with FSWCD; and
WHEREAS, the term of the working agreement is for the year 2019, ending December 31, 2019.
NOW, THEREFORE BE IT ORDAINED BY THE COUNCIL OF THE CITY OF GAHANNA, COUNTY OF FRANKLIN, STATE OF OHIO:
Section 1. That the Mayor is hereby authorized to enter into a working agreement with Franklin Soil and Water Conservation District, 1404 Goodale Blvd., Suite 100, Columbus, OH 43212; said contract attached hereto as EXHIBIT A, and made a part herein.
Section 2. That funding in the amount of TWENTY ONE THOUSAND TWO HUNDRED AND TEN DOLLARS ($21,210) is already appropriated for in account 6311.1000.5211.
Section 3. That this Ordinance shall be in full force and effect after passage by this Council and 30 days after date of signature approval by the Mayor.
