TO AUTHORIZE THE MAYOR TO SIGN ADDENDUM AGREEMENT WITH OFFICIAL PAYMENTS ONLINE BILL PAY; AND TO DECLARE AN EMERGENCY.

WHEREAS, in 2016, ORD-0025-2016 authorized and Agreement between Offical Payments and the City of Gahanna for online payment services; and
WHEREAS, this Agreement authorized Official Payments to charges a flat $4.75 per credit/debit card transaction; and
WHEREAS, Official Payments has agreed to charge separate fees for residential and commercial customers; and
WHEREAS, the change will allow residential accounts to pay online with a credit/debit card for a flat fee of $3.50 instead of $4.75 and commercial accounts will pay a fee of 1.2% of the payment amount; and
WHEREAS, it is imperative to move forward with this legislation to continue configuring the online pay option, and all for the preservation of the public peace, property, health, safety and welfare.
NOW, THEREFORE, BE IT ORDAINED BY THE COUNCIL OF THE CITY OF GAHANNA, COUNTY OF FRANKLIN, STATE OF OHIO:
Section 1. That the Mayor is hereby authorized to sign an addendum agreement with Official Payments, 705 Westech Drive, Norcross, Georgia 30092; said Addendum Agreement attached as EXHIBIT A, and made a part herein.
Section 2. That, for the reasons set forth in the preamble hereinabove, this Ordinance is declared emergency legislation and shall be in full force and effect immediately upon passage by this Council and on date of signature approval by the Mayor.
