TO AUTHORIZE THE MAYOR TO ENTER INTO A WORKING AGREEMENT WITH FRANKLIN SOIL AND WATER CONSERVATION DISTRICT (FSWCD) FOR ILLICIT DISCHARGE DETECTION AND ELIMINATION (IDDE) COMPLIANCE.

WHEREAS, under the City's National Pollutant Discharge Elimination System (NPDES) permit, Gahanna is required to meet certain Ohio EPA requirements in order to be compliant with the program; and

 

WHEREAS, one of the requirements is meeting minimum control measure number 3, which is Illicit Discharge Detection and Elimination (IDDE); and

 

WHEREAS, in order to meet this measure, we must continue to develop our Dry Weather Screening Outfall Reconnaissance Inventory of known outfall points; and

 

WHEREAS, Gahanna has been working with Franklin Soil and Water Conservation District (FSWCD) on many aspects in our NPDES Program and wishes to enter into agreement with them to perform the tasks related to the control measure 3; and

 

WHEREAS, FSWCD’s proposal to assist in fulfilling the 2017 requirements is $16,720.

 

NOW, THEREFORE, BE IT ORDAINED BY THE COUNCIL OF THE CITY OF GAHANNA, COUNTY OF FRANKLIN, STATE OF OHIO:

 

Section 1. To authorize the Mayor to enter into working agreement with FRANKLIN SOIL AND WATER CONSERVATION DISTRICT (FSWCD) 1404 Goodale Boulevard, Suite 100, Columbus, Ohio 43212, for Illicit Discharge Detection and Elimination (IDDE) compliance; said Agreement attached hereto as EXHIBIT A, and made a part herein.

 

Section 2.  That funding in the amount of SIXTEEN THOUSAND SEVEN HUNDRED AND TWENTY DOLLARS ($16,720) was set aside in the 2017 Appropriations to Account No. 661.360.5470, Sewer, Sewer, Regulatory Requirements, to cover the herein costs.

 

Section 3.  That this Ordinance shall be in full force and effect after passage by this Council and 30 days after date of signature approval by the Mayor.
