TO AUTHORIZE THE CITY TO OBLIGATE FUNDS FOR THE BIG WALNUT TRAIL, SECTION 4 PROJECT, IF AWARDED THE GRANT FOR THE CLEAN OHIO TRAIL FUND (COTF) GRANT, RECREATIONAL TRAILS PROGRAM GRANT, AND THE NATUREWORKS GRANT.

WHEREAS, resolutions were passed earlier this year (RES-0002-2016 and RES-0003-2016) authorizing the Director of Parks & Recreation to make application for grant funds for the Big Walnut Trail, Section 4 project, and if awarded, accept the funds; and

WHEREAS, the grant administrator at the Ohio Department of Natural Resources (ODNR) requested specific language that "the city will obligate the funds for the project if awarded the grant" be included in the Resolution; and

WHEREAS, the Director of Parks & Recreation is requesting authorization that the City will obligate the funds for the Big Walnut Trail Section 4 Project, if awarded the grant for the Clean Ohio Trail Fund (COTF) Grant, Recreational Trails Program Grant, and the Natureworks Grant; and

WHEREAS, this additional language requested will obligate the funds required to complete the proposed projects and become eligible for reimbursement under the terms and conditions of the grants; and

WHEREAS, the Big Walnut Trail, Section 4 cost is preliminarily estimated at $2.176 million dollars; and

WHEREAS, grant funds have a maximum of $850,000, which we hope to achieve and there is $200,000 allocated toward the project is 2016 appropriations; and

WHEREAS, this would leave a delta of $1.1 million that would need allocated in the 2017 project; and

WHEREAS, the Big Walnut Trail is the critical mainline trail to serve our community both internally and for regional connection as outlined in our GoForward Gahanna Strategic Plan and the Parks & Recreation Master Plans (2006 and 2015).

NOW, THEREFORE, BE IT RESOLVED BY THE COUNCIL OF THE CITY OF GAHANNA, COUNTY OF FRANKLIN, STATE OF OHIO:
