TO AUTHORIZE THE MAYOR TO ENTER INTO AGREEMENT WITH THE STATE OF OHIO AUDITOR'S OFFICE FOR A PERFORMANCE AUDIT; AND TO SUPPLEMENTALLY APPROPRIATE $100,000; AND TO DECLARE AN EMERGENCY.
BODY
WHEREAS, a Performance Audit is an external thorough review of our environment looking for opportunities for the City to reduce costs and improve the value our citizens get for their tax dollars; and
WHEREAS, the State Auditor has a LEAP Fund that is a loan program where the state pays for the audit up front and the city repays the cost from identified savings
WHEREAS, the engagement will take approximately six to nine months to receive final results and has an estimated future cost of $100,000; and
WHEREAS, the output is a formal review documenting current positive actions we are already taking, as well as specific action items that save money for the City, including steps, value and potential considerations beyond purely financial; and
WHEREAS, funds in the amount of $100,000 need to be supplementally appropriated to cover the program costs; and
WHEREAS, it is imperative to proceed as soon as possible in order to begin the process, and all for the preservation of the public peace, property, health, safety and welfare.
NOW, THEREFORE, BE IT ORDAINED BY THE COUNCIL OF THE CITY OF GAHANNA, COUNTY OF FRANKLIN, STATE OF OHIO:
Section 1. That the Mayor is hereby authorized to enter into an agreement with the State of Ohio Auditor's Office, 88 East Broad Street, Columbus, Ohio, 43215, for the purposes of a Performance Audit; said Agreement attached hereto as EXHIBIT A, and made a part herein.
Section 2. That funding in the amount of ONE HUNDRED THOUSAND DOLLARS ($100,000) is hereby supplementally appropriated from the unencumbered, unappropriated balance of the General Fund to Account No. 101.111.5249, to cover the herein costs.
Section 3. That ORD-0136-2015, passed December 21, 2015, is hereby amended to reflect this supplemental appropriation.
