SUPPLEMENTAL APPROPRIATION - to pay funds collected on behalf of the Gahanna Youth Football League.

WHEREAS, during 2015 the Parks & Recreation Department began assisting a group of citizens who desired to reestablish the Gahanna Youth Football League; and
WHEREAS, the youth football program was run in 2015 by the Parks & Recreation Department as a City of Gahanna program; and
WHEREAS, the City also assisted the group of citizens with fundraising activities specifically to fund the Gahanna Youth Football League; and
WHEREAS, the money received through the fundraising activities was not collected for City purposes and should not have been posted to the General Fund; and
WHEREAS, the fundraising receipts should have been posted to an Agency Fund since the City was simply to pass this through to the group of citizens to assist with start-up costs to form the League; and
WHEREAS, a supplemental appropriation is requested to pay the net fundraising proceeds collected in 2015 into the newly established Agency Fund; and
WHEREAS, the City will assist one more season and any revenue generated or direct expenses will be accounted for within the Gahanna Youth Football League Agency Fund and the net residual balance in the fund will be paid to the League at the end of the 2016 season.
NOW, THEREFORE, BE IT ORDAINED BY THE COUNCIL OF THE CITY OF GAHANNA, COUNTY OF FRANKLIN, STATE OF OHIO:
Section 1. That funding in the amount of ONE THOUSAND FIVE HUNDRED AND FIFTY THREE DOLLARS ($1,553) is hereby supplementally appropriated from the unencumbered, unappropriated balance of the General Fund to Account No. 101.432.5420, Recreation Program Escrow.
Section 2. That ORD-0136-2015, passed December 21, 2015, is hereby amended to reflect this supplemental appropriation.
Section 3. That this Ordinance shall be in full force and effect after passage by Council and on date of signature approval by the Mayor.
