TO AMEND ORDINANCE 148-91, OP&F AND OPERS SALARY REDUCTION PICK-UP PLAN TO INCLUDE ALL EMPLOYEES.

WHEREAS, in September 1991 the City passed ORD 148-91 to adopt the OP&F and OPERS Salary Reduction Pick-up Plan for elected/appointed officials and full-time employees; and

 

WHEREAS, the Salary Reduction Pick-up Plan allows the City to tax defer the employee’s OPERS & OP&F contributions withheld from employee’s gross pay; and

 

WHEREAS, it should be noted that there is no additional cost to the City and the City is not covering or “picking up” the employee’s share, but this does provide a benefit to employees by increasing their take home pay; and

 

WHEREAS, because the language in the original Ordinance was specific to full-time employees, part-time, seasonal, and intermittent employees have not been able to participate in this tax deferred benefit; and

 

WHEREAS, the Director of Finance is requesting amendment of the Ordinance to include all employees becoming effective January 1, 2016.

 

NOW, THEREFORE, BE IT ORDAINED BY THE COUNCIL OF THE CITY OF GAHANNA, COUNTY OF FRANKLIN, STATE OF OHIO:

 

Section 1. That Ordinance 148-91, passed September 3, 1991, is hereby amended as shown in EXHIBIT A, and made a part herein.


Section 2. That the amended Ordinance shall be effective July 4, 2016 and all other provisions of ORD 148-91 shall remain in effect until such date.

 

Section 3. That ORD-0091-2015 is hereby repealed.


Section 4. That this Ordinance shall be in full force and effect immediately upon passage by this Council and 30 days after date of signature approval by the Mayor.
