TO AUTHORIZE THE MAYOR TO ENTER INTO AGREEMENT WITH ENGINEERED MIDWEST SOLUTIONS (ESM) FOR THE SUPERVISORY CONTROL AND DATA ACQUISITION SYSTEM SOFTWARE UPGRADE; AND TO DECLARE AN EMERGENCY.

WHEREAS, the City of Gahanna currently utilizes Supervisory Control and Data Acquisition System software to control and monitor our water distribution system, as well as portions of our sanitary sewer collection system; and
WHEREAS, the Information Technology Department notified the Service Department that Windows 2003 is the operating system for the physical server that houses this software and it would no longer be supported after the summer of 2015; and
WHEREAS, the warranty on the physical server was due to expire at the end of 2015; and
WHEREAS, consideration was made to move to a virtual server but the current software would not run on a virtual server; and
WHEREAS, alternative dealers of the type of software were investigated and it was determined that Engineered Midwest Solutions offered the best product and support; and
WHEREAS, necessary funds in the amount of $40,902 have already been appropriated; and
WHEREAS, it is imperative to move forward as soon as possible to ensure that the upgrade is complete prior to the end of the year, and for the preservation of the peace, property, health, safety and welfare.
NOW, THEREFORE, BE IT ORDAINED BY THE COUNCIL OF THE CITY OF GAHANNA, COUNTY OF FRANKLIN, STATE OF OHIO:
Section 1. That the Mayor is hereby authorized to enter into agreement with Engineered Midwest Solutions (ESM), 5609 W. 74th Street, Indianapolis, Indiana 46278, for the Supervisory Control and Data Acquisition System Software Upgrade; said agreement attached hereto as EXHIBIT A, and made a part herein.
