TO AUTHORIZE THE MAYOR TO ENTER INTO CONSOLIDATED MASTER SUPPORT AND SOFTWARE LICENSING AGREEMENT WITH TELECOMMUNICATIONS SYSTEMS INCORPORATED (TCS) FOR THE PURPOSE OF PROVIDING SERVICE, SUPPORT AND LICENSING OF THE DIVISION'S 9-1-1 CALL-HANDLING HARDWARE, SOFTWARE AND ASSOCIATED INFRASTRUCTURE.

WHEREAS, in 2009 Council authorized the purchase of Next Generation 9-1-1 capable call-handling hardware and software from Telecommunications Systems Incorporated (formerly MicroData) as described in ORD-0120-2009; and
WHEREAS, said legislation authorized the Mayor to enter into an ongoing licensing and support agreement; and
WHEREAS, since 2009, the number of agencies within the system expanded from the original members of the Metropolitan Emergency Communications Center and the Whitehall Division of Police; and
WHEREAS, the system will soon be expanded again to include the dispatching centers for Bexley and New Albany; and
WHEREAS, by entering into said agreement all entities utilizing the TCS solution will be on the same billing cycle and receive identical service and support terms which will further streamline the customer support processes and ensure consistency when upgrades occur or when problems are identified; and
WHEREAS, the annual service contract amounts paid by the City will remain the same requiring no additional funding other than what is already allocated within the Division's operating budget.
NOW, THEREFORE, BE IT ORDAINED BY THE COUNCIL OF THE CITY OF GAHANNA, COUNTY OF FRANKLIN, STATE OF OHIO:
Section 1. That the Mayor is hereby authorized to enter into contract with Telecommunications Systems Incorporated (TCS), 275 West Street, Annapolis, Maryland 21401, for the purpose of providing service, support and licensing of the Division's 9-1-1 call-handling hardware, software and associated infrastructure; said agreement attached as EXHIBIT A and made a part herein.
