TO AUTHORIZE THE MAYOR TO ENTER INTO CONTRACT WITH ACP GREENE AND ASSOCIATES, LLC, DBA planningNEXT, FOR THE PURPOSE OF FACILITATING THE STRATEGIC PLANNING PHASE OF THE CITYWIDE STRATEGIC PLAN; AND TO DECLARE AN EMERGENCY.

WHEREAS, in 2015, Council authorized funding for a Citywide Strategic Plan that links the City's Mission and Vision to actionable strategic goals and objectives as well as measureable departmental implementation plans and includes an extensive public input component; and
WHEREAS, seven proposals were received from interested firms and three finalists were chosen for further consideration; and
WHEREAS, after extensive staff interviews and presentations to City Council the Director of Finance recommended that two facilitation partners jointly lead the project in two phases; and
WHEREAS, a local firm, planningNEXT, was chosen to focus on the first phase of the project, which will include an extensive community engagement process; and
WHEREAS, Managing Results, LLC was selected to facilitate the second phase, which will include translating our broad goals and objectives into meaningful and measureable results; and
WHEREAS, the proposed timeline has been identified to coordinate with the City's annual budget and capital planning timelines as well as the election cycle and installation of a new Mayor in January 2016; and
WHEREAS, funding for the contract is available in the existing Mayor's Department contract services budget; and
WHEREAS, it is imperative to proceed with this Ordinance in order to achieve the timeline, and all for the preservation of the public peace, property, health, safety and welfare.
NOW, THEREFORE, BE IT ORDAINED BY THE COUNCIL OF THE CITY OF GAHANNA, COUNTY OF FRANKLIN, STATE OF OHIO:
