SUPPLEMENTAL APPROPRIATION - remediation work on Tech Center Drive multi-use trail.

WHEREAS, an area of repetitive settlement has been occurring within a fifty foot section of the multi-use path located on the south side of Tech Center Drive; and
WHEREAS, attempts over the past year or two have proven to help for a while, with only the same settlement to show itself again; and
WHEREAS, a field review was conducted to find that the issue is caused by a slope failure, where a portion of the embankment on the south side of Tech Center Drive was failing and sliding at the bottom; and
WHEREAS, a geotechnical consultant was hired to investigate the issue; and
WHEREAS, the cause has been traced back to the storm sewer trench located within the same area; and
WHEREAS, in order to remediate this issue, it is necessary to remove the existing wet, unsuitable weakened slope material, existing utilities, and reconstruct the slope with select granular fill; and
WHEREAS, the slope is continuing the move and needs to be addressed earlier rather than later as the issue will only continue to increase in severity; and
WHEREAS, to move these funds to the appropriate account requires a supplemental appropriation.
NOW, THEREFORE, BE IT ORDAINED BY THE COUNCIL OF THE CITY OF GAHANNA, COUNTY OF FRANKLIN, STATE OF OHIO:
Section 1. That funding in the amount of FIVE HUNDRED THOUSAND DOLLARS ($500,000) is hereby supplementally appropriated from the unencumbered, unappropriated balance of the Storm Sewer Fund to Account No. 631.350.5596 - Storm Water Capital Project/Improvement Fund.
Section 2. That ORD-0163-2014, passed December 15, 2014, is hereby amended to reflect these supplemental appropriations.
Section 3. That this Ordinance shall be in full force and effect after passage by Council and on date of signature approval by the Mayor.
