TO AUTHORIZE THE MAYOR TO ENTER INTO OHIO EPA SECTION 319 GRANT AGREEMENT FOR ASHMEAD DRIVE GREEN STREET DEMONSTRATION; AND TO DECLARE AN EMERGENCY.

WHEREAS, the Ohio EPA Section 319 Grant authorized by Resolution 0003-2014 was awarded to the City by the Ohio EPA in the amount of $166,700; and
WHEREAS, these funds were awarded toward the Ashmead Drive Green Street Demonstration Project; and
WHEREAS, the grant provides sixty percent of the funds for the design, construction, and monitoring of “green” stormwater management control measures on Ashmead Drive, located in the Farm Creek Subdivision; and
WHEREAS, this project will help to further reduce the peak rate of stormwater run-off, improve water quality, and reduce erosion in Souder Ditch; and
WHEREAS, legislation to authorize entering into the Grant Agreement with the Ohio EPA is necessary; and
WHEREAS, it is imperative to move forward with this legislation all for the preservation of the public peace, property, health, safety and welfare;
NOW, THEREFORE, BE IT ORDAINED BY THE COUNCIL OF THE CITY OF GAHANNA, COUNTY OF FRANKLIN, STATE OF OHIO:
Section 1. That the Mayor is hereby authorized to enter into Ohio EPA Section 319 Grant Agreement with the Ohio Environmental Protection Agency, P.O. Box 1049 Columbus, Ohio 43216-1046, Grant Agreement attached as EXHIBIT A, and made a part herein.
Section 2. That this Ordinance is declared emergency legislation and shall be in full force and effect immediately upon passage by this Council and on date of signature approval by the Mayor.
