TO AUTHORIZE THE MAYOR TO ENTER INTO CONTRACT WITH COLUMBUS ASPHALT PAVING, INC. OF 1196 TECHNOLOGY DRIVE GAHANNA, OHIO 43230 FOR THE CONSTRUCTION OF BIG WALNUT TRAIL SECTION 5; TO SUPPLEMENTALLY APPROPRIATE $60,000; AND TO DECLARE AN EMERGENCY.

WHEREAS, Big Walnut Trail Section 5 is a 4,300 lineal feet section that extends north from the bridge at Creekside Island Park to Rivers Edge Drive; and

 

WHEREAS, this is the sixth section out of the nine to be complete for the Big Walnut Trail Master Plan; and

 

WHEREAS, this plan is one of two feasible alternatives that was studied; the other alternative having an estimated cost of an additional $500,000 and the relocation of part of Olde Ridenour Road which made this option the most economically viable; and

 

WHEREAS, the total price is not to exceed $647,000 including a ten percent contingency fund, therefore a supplemental appropriation is necessary for this work; and

 

WHEREAS, the Parks and Recreation Department currently has approximately $587,000 allocated in encumbrances for this project in the Capital Projects and Improvement Fund; and


WHEREAS, this project is subject to a $500,000 reimbursement from the Clean Ohio Trail Fund from a 2013 grant application; and

 

WHEREAS, the Director of Parks and Recreation requests to move forward with the contract as quickly as possible in order to meet the grant deadline of project completion this year, all for the preservation of the public peace, health, safety and welfare.

 

NOW, THEREFORE, BE IT ORDAINED BY THE COUNCIL OF THE CITY OF GAHANNA, COUNTY OF FRANKLIN, STATE OF OHIO:

 

Section 1. That the Director of Parks and Recreation is authorized to award and the Mayor is authorized to enter into contract with Columbus Asphalt Paving, 1196 Technology Drive, Gahanna, Ohio 43230, for the construction of Big Walnut Trail, Section 5, said Contract attached hereto as EXHIBIT A.

 

Section 2. The Big Walnut Trail - Segment 5 rendering has been attached as EXHIBIT B and will be modified as follows:

 

From station 1400-1900, the trail will be realigned closer to Ridenour Road (which will preserve the northern sledding hill).  This will require some additional clearing and imported compacted fill.  The amount of protective fencing will be reduced by approximately 300 lineal feet from approximately station 1600 to station 1900 +/-, to be more accurately determined once engineering is complete.  We will also reduce another 100 feet of fencing from station 3154 to 3254.

 

Section 3. That to cover the herein costs, funding in the amount of SIXTY THOUSAND DOLLARS ($60,000) is hereby supplementally appropriated from the uncumbered, unappropriated balance of the Capital Improvement Fund to Account No. 325.122.5596, Capital Projects and Improvement Fund.

 

Section 4. That ORD-0163-2014, passed December 15, 2014, is hereby amended to reflect this supplemental appropriation.

 

Section 5. That for the reasons set forth in the preamble hereinabove, this Ordinance is declared emergency legislation and shall be in full force and effect immediately upon passage by this Council and on date of signature by the Mayor.
