TO AUTHORIZE THE MAYOR TO ENTER INTO A REAL ESTATE PURCHASE CONTRACT FOR 8.0+/- ACRES AT PARCEL ID 025-004277-00 AND PARCEL ID 025-005537-00 FROM GOOD SAMARITAN REFORM CHURCH LOCATED AT 620 MCCUTCHEON ROAD GAHANNA, OHIO 43230; TO SUPPLEMENTALLY APPROPRIATE $200,000; AND TO DECLARE AN EMERGENCY.

WHEREAS, the Director of Parks & Recreation has expressed an interest that the City purchase approximately 8.0+/- acres of land owned by Good Samaritan Reform Church located at 620 McCutcheon Road in Gahanna; and
WHEREAS, the purchase of this property would allow the City to develop park land on the central west side of Gahanna, which is called for in the Parks & Recreation Master Plan; and
WHEREAS, an appraisal has been ordered and will be evaluated; and
WHEREAS, the amount will not exceed $640,000 for approximately 8 acres; and
WHEREAS, the church is agreeable to a three-year payment term with $200,000 down and the remaining balance be split in half over the next two years; and
WHEREAS, the Director of Parks and Recreation wishes to pursue the purchase as quickly as possible in order to complete the transaction this year, all for the preservation of the public peace, health, safety and welfare.
NOW, THEREFORE, BE IT ORDAINED BY THE COUNCIL OF THE CITY OF GAHANNA, COUNTY OF FRANKLIN, STATE OF OHIO:
Section 1. That the Mayor is hereby authorized to enter into a Real Estate Purchase Contract for 8.0+/- acres with Good Samaritan Reform Church located at 620 McCutcheon Road Gahanna, Ohio 43230 said Contract attached hereto as EXHIBIT A.
Section 2. That funding in the amount of TWO HUNDRED THOUSAND DOLLARS ($200,000) is hereby supplementally appropriated from the unencumbered, unappropriated balance of the Capital Improvement Fund to Account No. 325.122.5531, Land Acquisition.
Section 3. That ORD-0163-2014, passed December 15, 2014, is hereby amended to reflect these supplemental appropriations.
