TO AUTHORIZE THE MAYOR TO ENTER INTO AGREEMENT WITH PLUG SMART TO PERFORM AN ENERGY AUDIT ON 6 CITY-OWNED FACILITIES; TO AUTHORIZE THE MAYOR TO SUBMIT APPLICATION FOR GRANT FUNDING FOR SAID PROJECT; AND TO DECLARE AN EMERGENCY.

WHEREAS, Plug Smart can perform an energy audit to review operations and efficiencies of major mechanical systems and equipment in City owned buildings; and
WHEREAS, at the conclusion of the process, the City will be presented with suggestions of mechanical systems and equipment that would be advantageous to replace and/or how to modify their current operations to become more energy efficient; and
WHEREAS, funding to cover the cost of the audit is available in the form of grants from AEP and Columbia Gas (attached); and
WHEREAS, it is necessary to move forward quickly in order to meet deadlines for grants that may expire, and all for the preservation of the peace, property, health, safety and welfare;
NOW, THEREFORE, BE IT ORDAINED BY THE COUNCIL OF THE CITY OF GAHANNA, COUNTY OF FRANKLIN, STATE OF OHIO:
Section 1. That the Mayor is hereby authorized to enter into agreement with Plug Smart, 990 West Third Avenue, Columbus, OH 43212, to perform an energy audit on 6 City owned facilities, said agreement attached hereto as EXHIBIT A and made a part herein.
Section 2. That the Mayor is hereby authorized to apply for grants from AEP and Columbia Gas to cover the herein costs.
Section 3. That, for the reasons set forth in the preamble hereinabove, this Ordinance is declared emergency legislation and shall be in full force and effect immediately upon passage by this Council and on date of signature approval by the Mayor.
