TO AUTHORIZE THE MAYOR TO ENTER INTO AGREEMENT WITH ENVIRONMENTAL SYSTEMS RESEARCH INSTITUTE, INC., (ESRI) FOR SMALL MUNICIPALITY AND COUNTY ENTERPRISE LICENSE AGREEMENT FOR GIS SOFTWARE; AND TO DECLARE AN EMERGENCY.
 
Body
WHEREAS, the City wishes to continue to have access to GIS software on an unlimited basis, including maintenance, and have received quote from ESRI to enter into Small Municipality and County Enterprise License Agreement; and
 
WHEREAS, the Director of Technology has recommended that we proceed to enter into this license agreement with ESRI; and
 
WHEREAS, in order for the continuous flow of business, it is imperative that we move forward with this agreement, and all for the preservation of the public peace, property, health, safety and welfare;
 
NOW, THEREFORE, BE IT ORDAINED BY THE COUNCIL OF THE CITY OF GAHANNA, COUNTY OF FRANKLIN, STATE OF OHIO:
 
Section 1.  That the Mayor is hereby authorized to enter into Agreement with ENVIRONMENTAL SYSTEMS RESEARCH INSTITUTE, INC., 7775 Walton Parkway, Suite 270, New Albany, OH  43054, for Small Municipality and County Enterprise License Agreement for GIS software, for the three years (36 months); Quote and Agreement attached as EXHIBIT A, and made a part herein.
 
Section 2.  That funding in the amount of THIRTY FIVE THOUSAND SEVEN HUNDRED FIFTY DOLLARS ($35,750) was set aside in the 2015 Appropriations to various accounts; funding detail attached.
 
Section 4.  That sufficient funds will be appropriated in 2016 & 2017 to the same accounts and at the same amount to cover the balance of this contract.
 
Section 5.  That for the reasons set forth in the preamble hereinabove, this Ordinance is declared emergency legislation and shall be in full force and effect immediately after passage by this Council and on date of signature approval by the Mayor.
