TO ALLOW THE SURFACE APPLICATION OF BRINE; FOR DUST CONTROL AT SUBURBAN STEEL SUPPLY.

Body
WHEREAS, the Director of Public Service wishes to permit the surface application of brine by Suburban Steel Supply to the roads, streets, highways, and gravel storage lots owned and controlled by them and situated at 1900 Deffenbaugh Court in the City of Gahanna and which the City has the right to administer for the control of dust and ice; and

WHEREAS, a public hearing was held at the Gahanna City Council meeting on February 17, 2015 which was duly advertised in a newspaper of general circulation in the City of Gahanna prior to said public hearing;

NOW, THEREFORE, BE IT ORDAINED BY THE COUNCIL OF THE CITY OF GAHANNA, COUNTY OF FRANKLIN, STATE OF OHIO:

Section 1. That this Council hereby approves the surface application of brine at Suburban Steel Supply, 1900 Deffenbaugh Court in Gahanna which shall be regulated as follows:

a) Brine shall not be applied to a water saturated surface, directly to vegetation near or adjacent to surface to be treated, within twelve (12) feet of structures crossing bodies of water or crossing drainage ditches, or between sundown and sunrise except for ice control.

b) The discharge of brine through the spreader bar shall stop when the application stops.

c) The applicator vehicle shall be moving at least five (5) miles per hour while the brine is being applied.

d) The maximum spreader bar nozzle opening shall be three quarters (3/4") of an inch in diameter.

e) The maximum uniform application rate of brine shall be three thousand (3,000) gallons per mile on a twelve (12') foot wide road, or three (3) gallons per sixty (60') feet on unpaved lots.

f) The applicator vehicle discharge valve shall be closed between the brine collection or storage point and the specific surfaces that have been approved for brine application.
