WHEREAS, the 911 Coordinator for Franklin County recently informed the City that the Gahanna Public Service Answering Point is the only remaining PSAP in the county that is not able to receive 911 calls from cellular units; and

WHEREAS, Franklin County will start up the enhanced 911 cellular program this year instead of the projected date of 2004; and

WHEREAS, in order to remain in the 911 program we have to obtain and install the new equipment this year or see the 911 calls answered by other stations; and

WHEREAS, not upgrading would mean that our police response will be significantly slowed; and

WHEREAS, letter proposal dated February 21, 2003 has been received and has been recommended by the Police Department; and

WHEREAS, it is necessary to move forward with this project in a timely fashion in order to continue to provide quick and efficient safety forces response, all for the preservation of the public peace, health, safety and welfare;

NOW, THEREFORE, BE IT ORDAINED BY THE COUNCIL OF THE CITY OF GAHANNA, STATE OF OHIO:

Section 1. That the Mayor is hereby authorized to enter into Contract with SBC Global Services, Inc., 3083 Silver Drive, Columbus, OH 43224, for upgrade of the 911 system, said services to be in accordance with proposal letter dated February 21, 2003, attached hereto as EXHIBIT A, and all in accordance with City specifications.

Section 2. That funding in the amount of FIFTY THOUSAND DOLLARS ($50,000) is hereby supplementally appropriated from the unappropriated, unencumbered balance in the general fund to Account No. 101.211.5512, Capital Projects, Police, to cover the herein costs.
