TO AMEND CHAPTER 921, SEWER CONNECTIONS AND RENTAL RATES, OF THE CODIFIED ORDINANCES OF GAHANNA, TO AMEND SECTION 921.01, DEFINITION; SECTION 921.02 PROPERTY OWNER REQUIRED TO INSTALL; NOTICE; FAILURE TO COMPLY; SECTION 921.03 PERMIT REQUIRED; FEE; MULTIPLE USE CONNECTIONS PROHIBITED; SECTION 921.04 SEWERAGE SYSTEM CAPACITY CHARGE; SECTION 921.06 SEWER INSTALLER TAPPER PERMIT; SECTION 921.07 MATERIALS AND CONSTRUCTION; SECTION 921.08 INSPECTIONS; SECTION 921.09 GENERAL PROVISIONS; SECTION 921.10 PROHIBITIONS; SECTION 921.11 SEWER RENTAL RATES; SECTION 921.12 UNPAID BILLS; SECTION 921.13 PARTIAL PAYMENT; AND SECTION 921.99, VIOLATIONS; AND TO DECLARE AN EMERGENCY.

WHEREAS, in anticipation of the upcoming water and sewer rate increases for the City of Columbus and after extensive review of Chapter 921 the following amendments are recommended by the Director of Public Service; and
WHEREAS, it is imperative to move forward with these changes so they can be in place for January 2004, all for the preservation of the public peace, health, safety and welfare;
NOW, THEREFORE, BE IT ORDAINED BY THE COUNCIL OF THE CITY OF GAHANNA, STATE OF OHIO:
Section 1. That chapter 921, Sewer Connections and Rental Rates, is hereby amended as set forth in EXHIBIT A, attached hereto and made a part herein.
Section 2. That existing Chapter 921, Sewer Connections and Rental Rates, or any ordinances or parts of ordinances in conflict herewith, are hereby repealed.
Section 3. That, for the reasons set forth in the preamble herein above, this ordinance is declared emergency legislation and shall be in full force and effect immediately after passage by this Council and on date of signature approval by the Mayor.
