TITLE
AN ORDINANCE AMENDING THE CITY OF GAHANNA CODIFIED ORDINANCE SECTION 133.02 - PURCHASING PROCEDURES
BODY
WHEREAS, the City Administration has conducted a review of Codified Ordinance Section 133.02 - Purchasing Procedures; and
WHEREAS, City Council and Administration have engaged in discussions regarding updates to purchasing thresholds and procedures to improve efficiency, flexibility, and alignment with current procurement practices; and
WHEREAS, the proposed amendments include removal of outdated references to federal guidance for micro-purchase, updates to small purchase threshold, and authorization for greater flexibility in vendor negotiation through pre-qualified firms; and
WHEREAS, the amendments establish a $150,000 threshold for competitive procurement requiring Council authorization, and incorporate provisions addressing contract change orders within small purchase, sealed bid, and competitive proposal processes, including updates related to the City no longer following ORC 735; and
WHEREAS, the proposed revisions also include general language clean-up to ensure consistency throughout the section; and
WHEREAS, this Council finds that amending Codified Ordinance Section 133.02 as proposed is in the best interest of the City and will promote clarity, consistency, and compliance in the City’s purchasing practices.
NOW, THEREFORE, BE IT ORDAINED BY THE COUNCIL OF THE CITY OF GAHANNA, COUNTY OF FRANKLIN, STATE OF OHIO:
Section 1. That Codified Ordinance Section 133.02 - Purchasing Procedures is hereby amended as set forth in EXHIBIT A, attached hereto and incorporated herein.
Section 2. That all ordinances or parts of ordinances in conflict with this Ordinance are hereby repealed to the extent of such conflict.
Section 3. That this Ordinance shall be in full force and effect after passage by this Council and thirty (30) days after the date of signature of approval by the Mayor.
