TO AUTHORIZE THE MAYOR TO ENTER INTO CONTRACT WITH ME COMPANIES, FOR THE RESTORATION AND RECOVERY OF BEDFORD LANDFILLS I & II, PHASE 1A, TO SUPPLEMENTALLY APPROPRIATE $30,000 THEREFOR; AND TO DECLARE AN EMERGENCY.

WHEREAS, it has been requested of the City Engineer that plans be sought for the restoration and recovery of Bedford Landfills I & II; and

WHEREAS, letter proposal for the plan, dated October 11, 2001, has been received and has been recommended by the City Engineer; and

WHEREAS, an Executive Summary dated November 5, 2001 breaks down the project into phases and it has been decided to move forward with Phase 1(a) of said project; and

WHEREAS, it is necessary to move forward with this project in a timely fashion, all for the preservation of the public peace, health, safety and welfare;

NOW, THEREFORE, BE IT ORDAINED BY THE COUNCIL OF THE CITY OF GAHANNA, STATE OF OHIO:

Section 1.  That the Mayor is hereby authorized to enter into contract with ME Companies, 635 Brooksedge Boulevard, Westerville, Ohio 43081, for engineering services for Bedford Landfills I and II, said services to be Phase 1a as outlined in Executive Summary dated November 5, 2001, said Executive Summary attached hereto as EXHIBIT A, and all in accordance with City specifications.

Section 2.  That funding in the amount of THIRTY THOUSAND DOLLARS($30,000) is hereby supplementally appropriated from the General Fund to Account No. 101.145.5533, Capital Projects, Engineering, to cover the herein costs.

Section 3.  That Ordinance No. ORD-0001-2001, passed January 2, 2001, is hereby amended to reflect this supplemental appropriation.

Section 4.  That, for the reasons set forth in the preamble herein above, this ordinance is declared emergency legislation and shall be in full force and effect after passage by this Council and on the date of signature approval by the Mayor.
