TO AMEND CHAPTER 929, WATER CONNECTIONS AND RATES, OF THE CODIFIED ORDINANCES OF THE CITY OF GAHANNA, TO AMEND SECTION 929.01 DEFINITIONS, SECTION 929.02 PERMIT REQUIRED; MULTIPLE USE CONNECTIONS PROHIBITED; SECTION 929.03 WATER TAP CHARGE; SECTION 929.05 CHARGE FOR EXTENSION OF WATER MAINS; 929.06 INSTALLER'S TAPPER PERMIT; SECTION 929.07 INSPECTIONS; SECTION 929.08 METER SERVICE FEE; SECTION 929.10 GENERAL PROVISIONS; SECTION 929.12 WATER RATES; SECTION 929.13 UNPAID BILLS; SECTION 929.14 SYSTEM CAPACITY RATES; 929.15 PRIVATE FIRE PROTECTION SERVICE; SECTION 929.19 PARTIAL PAYMENT; AND SECTION 929.99 PENALTY; AND TO DECLARE AN EMERGENCY.

WHEREAS, in anticipation of the upcoming water and sewer rate increases for the City of Columbus and after extensive review of Chapter 929 the following amendments are recommended by the Director of Public Service; and
WHEREAS, it is imperative to move forward with these changes so they can be in place for January 2004, all for the preservation of the public peace, health, safety and welfare;
NOW, THEREFORE, BE IT ORDAINED BY THE COUNCIL OF THE CITY OF GAHANNA, STATE OF OHIO:
Section 1. That Chapter 929, Water Connections and Rates, is hereby amended as set forth in EXHIBIT A, attached hereto and made a part herein.
Section 2. That existing Chapter 929, Sewer Connections and Rental Rates, or any ordinances or parts of ordinances in conflict herewith, are hereby repealed.
Section 3. That, for the reasons set forth in the preamble herein above, this ordinance is declared emergency legislation and shall be in full force and effect immediately after passage by this Council and on date of signature approval by the Mayor.
