TO AUTHORIZE THE MAYOR TO ENTER INTO COOPERATIVE AGREEMENT WITH THE CITY OF COLUMBUS FOR SUBMITTING AN OHIO PUBLIC WORKS COMMISSION APPLICATION FOR WIDENING OF A PORTION OF MORSE ROAD FROM TRELLIS LANE TO THE US 62 ROUNDABOUT; AND TO DECLARE AN EMERGENCY.

WHEREAS, the City of Columbus is planning on widening the portion of Morse Road from the signal at Trellis Lane eastward to the portion already widened by the roundabout at US 62; and
WHEREAS, the project is on our capital improvements plan for next year with $334,000 designated in permissive tax funds as our match for the project; and
WHEREAS, the City of Columbus will be applying for an OPWC grant in September for the project which will require a cooperative agreement from Gahanna for our match, and the Director of Public Service has recommended we proceed; and
WHEREAS, it is imperative to move forward to authorize the Mayor to sign said cooperative agreement so that it can be in effect by the September OPWC filing deadline for the City of Columbus, and all for the preservation of the public peace, property, health, safety and welfare;
NOW, THEREFORE, BE IT ORDAINED BY THE COUNCIL OF THE CITY OF GAHANNA, STATE OF OHIO:
Section 1. That the Mayor is hereby authorized to enter into Cooperative Agreement between the City of Columbus and the City of Gahanna to apply for an OPWC grant; agreement attached hereto as EXHIBIT A, and made a part herein.
Section 2. That the City of Gahanna declares this improvement to be necessary and beneficial to the City.
Section 3. That, for the reasons set forth in the preamble herein above, this ordinance is declared emergency legislation and shall be in full force and effect immediately upon passage by this Council and on date of signature approval by the Mayor.
