TO AMEND CHAPTER 941, GARBAGE AND RUBBISH COLLECTION, OF THE CODIFIED ORDINANCES OF THE CITY OF GAHANNA; AND TO DECLARE AN EMERGENCY.

WHEREAS, the new refuse agreement with Rumpke covers a period of three years beginning in 2015; and
WHEREAS, per the agreement, the base rate for curbside pickup has dropped by $0.66/month for the same service we are currently receiving; and
WHEREAS, as the City bills for refuse collection in advance, and the new rate needs to be included in the bills going out in November, it is imperative to have this legislation in place before the bills go out, and all for the preservation of the public peace, property, health, safety and welfare;
NOW, THEREFORE, BE IT ORDAINED BY THE COUNCIL OF THE CITY OF GAHANNA, COUNTY OF FRANKLIN, STATE OF OHIO:
Section 1. That Chapter 941, Garbage and Rubbish Collection, of the Codified Ordinances of the City of Gahanna is hereby amended as set forth in EXHIBIT A, attached hereto and made a part herein.
Section 2. That existing Chapter 941, Garbage and Rubbish Collection, or any ordinances or parts of ordinances in conflict herewith, are hereby repealed.
Section 3. That, for the reasons set forth in the preamble hereinabove, this Ordinance is declared emergency legislation and shall be in full force and effect immediately upon passage by this Council and on date of signature approval by the Mayor.
