TO AUTHORIZE THE MAYOR TO ENTER INTO PROJECT AGREEMENT WITH THE OHIO DEPARTMENT OF NATURAL RESOURCES (ODNR) FOR THE CLEAN OHIO TRAIL FUND GRANT; AND TO DECLARE AN EMERGENCY.
BODY
WHEREAS, the State of Ohio, through the Ohio Department of Natural Resources, administers financial assistance for public recreation purposes, through the Recreation Trails Program and/or the Clean Ohio Trails Fund (OCTF); and
WHEREAS, by entering into Agreement for Big Walnut Trail section five, the City of Gahanna will be closer to reaching connectivity goals and safe walking and bicycle travel throughout the municipality; and
WHEREAS, the Big Walnut Trail was developed by our Bicycle Advisory Committee in 2007 and trails and connectivity were number one priorities of our citizens in our Parks master plan; and
WHEREAS, in order to meet required project and grant administration deadlines it is necessary to complete this legislation as quickly as possible, and all for the preservation of the public peace, property, health, safety and welfare;
NOW, THEREFORE, BE IT ORDAINED BY THE COUNCIL OF THE CITY OF GAHANNA, COUNTY OF FRANKLIN, STATE OF OHIO:
Section 1. That the Mayor is hereby authorized to enter into Project Agreement with the Ohio Department of Natural Resources, 2045 Morse Road, Building E-2, Columbus, OH 43229, for the Clean Ohio Trail Fund Project, said contract attached as EXHIBIT A, and made a part herein.
Section 2. That funding in the amount of EIGHT HUNDRED FIFTY THOUSAND DOLLARS ($850,000) was set aside in the 2015 Appropriations to Account No. 325.122.5596 to cover the herein costs.
Section 3. That, for the reasons set forth in the preamble hereinabove, this Ordinance is declared emergency legislation and shall be in full force and effect immediately upon passage by this Council and on date of signature approval by the Mayor.
