TO AUTHORIZE THE MAYOR TO ENTER INTO CLIENT SERVICE AGREEMENT WITH ZEROCHAOS FOR EMPLOYMENT SCREENING SERVICES FOR ADMINISTRATION OF OUR SUBSTANCE ABUSE/DRUG TESTING PROCESS; AND TO DECLARE AN EMERGENCY.

WHEREAS, the Drug Free Work Place Act of 1988 requires employers to provide a drug free environment for all employees, and also the Ohio Department of Transportation mandates random substance abuse screening for all individuals whose position requires the use of a CDL driver's license, and our Streets and Service Equipment Operations have this requirement; and
WHEREAS, it is necessary to have a vendor administer the process, and the Director of Human Resources has recommended we proceed with ZeroChaos; and
WHEREAS, it is imperative to have this Ordinance in place as soon as possible, and all for the preservation of the public peace, property, health, safety and welfare;
NOW, THEREFORE, BE IT ORDAINED BY THE COUNCIL OF THE CITY OF GAHANNA, COUNTY OF FRANKLIN, STATE OF OHIO:
Section 1. That the Mayor is hereby authorized to enter into Client Service Agreement with ZeroChaos, 420 S. Orange Avenue, Suite 600, Orlando Florida, 32801, for Administration of the City of Gahanna's Employment Screening Services for Substance Abuse/Drug testing process; Agreement attached as EXHIBIT A and made a part herein.
Section 2. That funding in the amount of SEVEN THOUSAND FIVE HUNDRED DOLLARS ($7,500) was set aside in the 2014 Appropriations to various accounts for Drug Testing.
Section 3. That, for the reasons set forth in the preamble hereto and incorporated herein by this reference, this Ordinance is declared emergency legislation and will be in full force and effect upon passage by Council and the signature of approval by the Mayor.
