ORDINANCE AUTHORIZING THE MAYOR AND THE DIRECTOR OF PUBLIC SERVICE AND ENGINEERING TO ENTER INTO CONTRACT WITH BURGESS & NIPLE, LLC., FOR THE WESTERN GAHANNA SSES-PHASE1 PROJECT, APPROPRIATING FUNDS THEREFORE; WAIVING SECOND READING AND DECLARING IT AN EMERGENCY.

WHEREAS, In March and May of 2020, residents in the Royal Manor, Cliffview and College Park neighborhoods were significantly impacted by water/sewage in their basements associated with surcharging sanitary sewers that occurred during heavy rain events; and,
WHEREAS, We have concluded that it is necessary for us to examine whether there are opportunities to improve service to our residents that would mitigate the impact of similar weather events in the future; and,
WHEREAS, it is imperative to proceed with this Ordinance for the preservation of the public peace, property, health, safety and welfare.
NOW, THEREFORE, BE IT ORDAINED BY THE COUNCIL OF THE CITY OF GAHANNA, COUNTY OF FRANKLIN, STATE OF OHIO:
Section 1. The Mayor and Director of Public Service and Engineering are authorized to enter into contract with Burgess & Niple, Inc., 5085 Reed Road, Columbus, Ohio, 43220, in the amount of three hundred thirty six thousand nine hundred thirty four dollars and sixty eight cents ($336,934.68) for completion of a sanitary sewer evaluation survey. Contract attached hereto as EXHIBIT A, and made a part herein.
Section 2. That to fund the project in Section 1, an amount of three hundred thirty six thousand nine hundred thirty four dollars and sixty eight cents ($336,934.68) be and is hereby supplementally appropriated to account 662.11.000.5505 - Sewer Capital Projects from the unappropriated Sewer Fund (662).
Section 3. Pursuant to Gahanna City Code Section 135.05(e)(6) competitive bidding is hereby waived (professional and personal services).
Section 4. That the second reading is hereby waived.
