TO AUTHORIZE THE DIRECTOR OF PUBLIC SERVICE TO AWARD AND THE MAYOR TO ENTER INTO CONTRACT WITH LAYNE INLINER, LLC FOR THE 2014 SANITARY SEWER REHAB PROJECT; AND TO DECLARE AN EMERGENCY.

WHEREAS, bids were opened October 28, 2014, pursuant to Council authorization; and
WHEREAS, the Director of Public Service has recommended the best, most responsive, and responsible bidder; and
WHEREAS, it is imperative to move forward with the project all for the preservation of the public peace, property, health, safety and welfare;
NOW, THEREFORE, BE IT ORDAINED BY THE COUNCIL OF THE CITY OF GAHANNA, COUNTY OF FRANKLIN, STATE OF OHIO:
Section 1. That the Director of Public Service is authorized to award and the Mayor is authorized to enter into contract with LAYNE INLINER, LLC, 4143 Weaver Court, Hilliard, Ohio 43026, for the 2014 sanitary sewer rehab project, in accordance with bid and City specifications, said bid tabulation attached hereto as EXHIBIT A.
Section 2. That funding was set aside in the 2014 Appropriations in Account No. 662.361.5476, Sewer Capital Maintenance to cover the herein costs.
Section 3. That, for the reasons set forth in the preamble hereinabove, this Ordinance is declared emergency legislation and shall be in full force and effect immediately upon passage by this Council and on date of signature approval by the Mayor.
