TO AUTHORIZE THE MAYOR TO ENTER INTO CONTRACT WITH DMJM HARRIS FOR ENGINEERING SERVICES FOR UPDATE OF THE GAHANNA THOROUGHFARE PLAN; AND TO DECLARE AN EMERGENCY.

WHEREAS, the Codified Ordinances of Gahanna requires that the Gahanna Thoroughfare Plan be updated every five years; and
WHEREAS, proposals for the update have been received and the City Engineer is recommending we proceed with DMJM Harris; and
WHEREAS, it is desirable and necessary to proceed with this work at the earliest possible date for orderly traffic flow of Gahanna, all for the preservation of the public peace, health, safety and welfare;
NOW, THEREFORE, BE IT ORDAINED BY THE COUNCIL OF THE CITY OF GAHANNA, STATE OF OHIO:
Section 1. That the Mayor is hereby authorized to enter into Contract with DMJM HARRIS, 2800 Corporate Exchange Drive, Suite 300, Columbus Ohio 43231, for engineering services for the update of the Gahanna Thoroughfare Plan, in accordance with City specifications; project objectives attached as EXHIBIT A.
Section 2. That funding in the amount of FIFTY NINE THOUSAND SEVEN HUNDRED TWENTY THREE DOLLARS ($59,723) is hereby supplementally appropriated from the unencumbered, unappropriated balance of the General Fund to Account No. 101.145.5533, Capital Projects, Engineering, to cover the herein costs.
Section 3. That funding in the amount of FORTY THOUSAND DOLLARS ($40,000) is hereby redesignated from the Detroit street rebuild to cover cost of the Thoroughfare Plan in Account No. 101.145.5533, Capital Projects, Engineering.
Section 4. That ORD-0001-2006, passed January 2, 2006, is hereby amended to reflect this supplemental appropriation.
Section 5. That, for the reasons set forth in the preamble herein above, this ordinance is declared emergency legislation and shall be in full force and effect immediately upon passage by this Council and on date of signature approval by the Mayor.
