TO RATIFY THE MAYOR'S SIGNATURE ON THE CONTRACT FOR METRO TELECOM SERVICES; TO RETROACTIVELY WAIVE THE COMPETITIVE BIDDING PROCEDURES; AND TO DECLARE AN EMERGENCY.

WHEREAS, this Council passed Ordinance No. 990419 on September 7, 1999, authorizing the Mayor to enter into contract with Metro Telecom Services for Mobile Data Terminals for the Gahanna Police Department; and
WHEREAS, funding in the amount of $129,931 was supplementally appropriated and authorized under Ordinance No. 990419; and
WHEREAS, this authorization was granted under waiver of the competitive bidding procedures, but this was not stated in the legislation; and
WHEREAS, it is desirable to proceed to amend Ordinance No. 990419 to provide the necessary corrections at the earliest possible date, all for the preservation of the public peace, health, safety, and welfare;
NOW, THEREFORE, BE IT ORDAINED BY THE COUNCIL OF THE CITY OF GAHANNA, STATE OF OHIO:
Section 1. That This Council hereby ratififes the Mayor's signature on the Contract for Telecome Services.
Section 2. That Council hereby retroactively waives the competitve bidding procedures on this Metro Telecom Services Contract, dated August 25, 1999, which was granted based on letter proposal.
Section 3. That Ordinance No. 990419 is hereby amended to reflect this ratification and waiver.
Section 4. That, for the reasons set forth in the preamble herein above, this ordinance is declared emergency legislation and shall be in full force and effect after passage by this Council and upon the date of the Mayor's signature of approval.
