TO AUTHORIZE THE DIRECTOR OF PUBLIC SERVICE TO AWARD AND THE MAYOR TO ENTER INTO CONTRACT WITH WB REPUBLIC BUILDERS, LLC, FOR THE BIG WALNUT TRAIL SECTION 3 PROJECT; TO SUPPLEMENTALLY APPROPRIATE $160,000; AND TO DECLARE AN EMERGENCY.

WHEREAS, bids were opened for the Big Walnut Trail Section 3 project on August 17, 2012; and
WHEREAS, the Director of Public Service and the Director of Parks & Recreation have recommended we proceed with WB Republic Builders, the lowest most responsive and responsible bidder; and
WHEREAS, the City did receive a Recreational Program Grant in the amount of $150,000 for this project; and
WHEREAS, it is necessary to pass this ordinance as soon as possible due to time constraints of the Recreational Program Grant that the project must be finished by the end of the year, and all for the preservation of the public peace, property, health, safety and welfare;
NOW, THEREFORE, BE IT ORDAINED BY THE COUNCIL OF THE CITY OF GAHANNA, STATE OF OHIO:
Section 1. That the Director of Public Service is hereby authorized to award and the Mayor is authorized to enter into contract with WB REPUBLIC BUILDERS, LLC, P.O. Box 150, Sunbury, Ohio 43074, for the Big Walnut Trail Section 3 project; bid tabs attached as EXHIBIT A, and made a part herein.
Section 2. That funding in the amount of ONE HUNDRED SIXTY THOUSAND DOLLARS ($160,000) is hereby supplementally appropriated from the unencumbered, unappropriated balance of the General Fund to Account No. 101.431.5596, Parks, Capital Projects/Improvements, to cover the herein costs.
Section 3. That funding in the amount of FOUR HUNDRED EIGHTY THOUSAND DOLLARS, ($480,000) was set in the 2012 Appropriations to Account No. 101.431.5596, Parks, Capital Projects/Improvements, to further cover the herein costs.
Section 4. That ORD-0001-2012, passed January 2, 2012, is hereby amended to reflect this supplemental appropriation.
