TITLE
AN ORDINANCE AUTHORIZING THE MAYOR TO EXECUTE AN AMENDED AND RESTATED JOINT SELF-INSURANCE AGREEMENT WITH THE CENTRAL OHIO HEALTH CARE CONSORTIUM; AND DECLARING AN EMERGENCY
BODY
WHEREAS, in order to continue as a member of the Central Ohio Health Care Consortium (COHCC), the City must enter into the Joint Self-Insurance Agreement as part of the three-year trust cycle; and
WHEREAS, the next three-year trust cycle goes into effect January 1, 2025; and
WHEREAS, the 2025 plan year rates have been approved by the COHCC Board, and health insurance premiums for 2025 will increase by 1% over 2024 rates; and
WHEREAS, the Administration requests passage of the Ordinance as an emergency measure immediately necessary for the preservation of public peace, health, safety, and welfare of the City; to wit: ensuring authorization for employees’ health benefits continues without interruption.
NOW, THEREFORE, BE IT ORDAINED BY THE COUNCIL OF THE CITY OF GAHANNA, COUNTY OF FRANKLIN, STATE OF OHIO:
Section 1. That the Mayor is hereby authorized to enter into the amended and restated Joint Self-Insurance Agreement with Central Ohio Health Care Consortium (COHCC) for a three-year period effective January 1, 2025; said agreement attached hereto as EXHIBIT A, and made a part herein.
Section 2. That for the reasons set forth in the preamble above, this Ordinance is declared an emergency measure which shall be in full force and effect immediately upon passage by this Council and on date of signature of approval by the Mayor.
