TITLE
AN ORDINANCE AUTHORIZING THE MAYOR TO ENTER INTO CONTRACT WITH CAP-STONE & ASSOCIATES, INC. FOR THE 2026 STREET REBUILD AND WATERLINE PROGRAM (ST-1120 / TR-CM-02); AND WAIVING SECOND READING
BODY

WHEREAS, the City has planned the 2026 Street Rebuild and Waterline Program (ST-1120 / TR-CM-02), which includes improvements to White Swan Court and Embassy Court consisting of waterline replacement, stormwater improvements, curb and gutter installation, sidewalk work, roadway base and asphalt along portions of the roadway; and

WHEREAS, bids for said project were publicly opened and reviewed on March 3, 2026, with five (5) bids received; and

WHEREAS, City staff evaluated the bids based on cost, responsiveness, and responsibility, including the bidder's experience, capacity, and past performance; and

WHEREAS, the apparent low bidder has been determined by staff to not meet the City's criteria as a responsible bidder due to documented past performance issues; and

WHEREAS, CAP-STONE & Associates, Inc. has been determined to be the lowest responsive and responsible bidder with a bid amount of Five Hundred Thirty-Two Thousand Five Hundred Eighty-Six Dollars and Eighty-Six Cents ($532,586.86); and

WHEREAS, the total construction cost including a ten percent (10%) contingency is Five Hundred Eighty-Five Thousand Eight Hundred Forty-Five Dollars and Fifty-Five Cents ($585,845.55); and

WHEREAS, funding for this project has been previously appropriated in the 2026 Capital Budget; and

WHEREAS, a separate professional services contract for construction administration and inspection services will be executed in accordance with City procurement policies and does not require Council approval.

NOW, THEREFORE, BE IT ORDAINED BY THE COUNCIL OF THE CITY OF GAHANNA, COUNTY OF FRANKLIN, STATE OF OHIO:
