A RESOLUTION TO SUPPORT THE MAYOR IN OBJECTING TO THE PROPOSED WAIVER FOR THE RELOCATION OF ALLIANCE DATA SYSTEMS, INC. TO THE CITY OF COLUMBUS.

WHEREAS, Alliance Data Systems, Inc. currently has two offices in Gahanna and wishes to consolidate both into one office building at Easton in the City of Columbus; and
WHEREAS, the City of Columbus has notified Gahanna that it will consider a proposed Enterprise Zone tax agreement between the City of Columbus, Alliance Data Systems, Inc., and Duke Realty; and
WHEREAS, the company will apply to the Ohio Department of Development for a waiver to allow this project to proceed with tax exemption; and
WHEREAS, such waiver will be requested under Ohio Revised Code Section 5709.632 and as permitted under ORC 5709.633(b)(1), the basis for waiver as stated by Alliance Data Systems, Inc. is that the business cannot physically expand at the current site to the extent necessary for the proposed project; and
WHEREAS, the City of Gahanna has proposed multiple retention/expansion offers and incentive packages to Alliance Data Systems, Inc. including an alternative that allows physical expansion at their current site to the same extent necessary for their proposed project and maintains their existing tax abatement;
NOW, THEREFORE, BE IT RESOLVED BY THE COUNCIL OF THE CITY OF GAHANNA, STATE OF OHIO:
Section 1. That this Council supports the Mayor in strenuously objecting to the proposed waiver for Alliance Data Systems, Inc. by the Ohio Department of Development.
Section 2. That this Council wishes to retain and grow the offices of Alliance Data Systems, Inc. in Gahanna.
Section 3. That this resolution shall be in full force and effect immediately upon passage by this Council and date of signature approval by the Mayor.
