TO AUTHORIZE THE DIRECTOR OF PUBLIC SERVICE TO AWARD AND THE MAYOR TO ENTER INTO CONTRACT WITH WAUGH EXCAVATING, LLC, FOR PHASE I OF THE PRICE ROAD SANITARY SEWER EXTENSION; IMPROVEMENT NO. SA 933; AND TO DECLARE AN EMERGENCY.

WHEREAS, bids were opened on April 25, 2014 for Phase I of the Price Road Sanitary Sewer Extension and the lowest responsive and responsible bidder is Waugh Excavating; and
WHEREAS, the Director of Public Service has recommended we proceed with Waugh Excavating for the sanitary sewer extension; and
WHEREAS, this project will provide sanitary sewer service to a section of the City currently without sewer; and
WHEREAS, it is imperative to move forward with this sanitary sewer extension, all for the preservation of the public peace, property, health, safety and welfare;
NOW, THEREFORE, BE IT ORDAINED BY THE COUNCIL OF THE CITY OF GAHANNA, COUNTY OF FRANKLIN, STATE OF OHIO:
Section 1. That the Director of Public Service is hereby authorized to award and the Mayor is authorized to enter into contract with Waugh Excavating, 12784 State Route 218, Crown City, Ohio 45623, for Phase I of the Price Road Sanitary Sewer Extension, Improvement No. SA 933; bid tabs attached as EXHIBIT A, and made a part herein.
Section 2. That funding in the amount of ONE HUNDRED EIGHTY FIVE THOUSAND NINE HUNDRED EIGHTY EIGHT DOLLARS ($185,988) was set aside in the 2014 Appropriations to Account No. 662.361.5596, Sewer, Capital Improvement Fund, to cover the herein costs.
Section 3. That, for the reasons set forth in the preamble hereto and incorporated herein by this reference, this Ordinance is declared emergency legislation and will be in full force and effect upon passage by Council and the signature of approval by the Mayor.
