WHEREAS, CodeRED is a high-speed telephone communication service available for community notifications; and
 
WHEREAS, the program has multiple uses such as notifying citizens of natural disasters, search and rescue, crimes and public works problems, to name a few; and
 
WHEREAS, CodeRED is the most advanced emergency notification system with speed and accuracy and can save lives; and
 
WHEREAS, the Director of Emergency Management has recommended that we enter into contract for the high speed outbound notification system; and
 
WHEREAS, our current contract expires in August and a favorable 3 year contract has been negotiated; and
 
WHEREAS, it is imperative to move forward with this contract so that the warning system can be continued without interruption, and all for the preservation of the public peace, property, health, safety and welfare;
 
NOW, THEREFORE, BE IT ORDAINED BY THE COUNCIL OF THE CITY OF GAHANNA, STATE OF OHIO:
 
Section 1.  That the Mayor is hereby authorized to enter into contract  with EMERGENCY COMMUNICATIONS NETWORK, INC., 9 Sunshine Blvd., Ormond Beach, Florida 32174, for CodeRED High Speed Outbound Notification System; agreement attached as EXHIBIT A.
 
Section 2.  That funding in the amount of SEVEN THOUSAND FIVE HUNDRED DOLLARS ($7,500) was appropriated in the 2010 Appropriations to Account No. 101.215.5267, Emergency Management, Emergency Services, to cover the herein costs.  
 
Section 3.  That, for the reasons set forth in the preamble hereinabove, this ordinance is declared emergency legislation and shall be in full force and effect immediately upon passage by this Council and on date of signature approval by the Mayor.
