TITLE
AN ORDINANCE TO AMEND ORD-0089-2021 AN ORDINANCE ESTABLISHING THE SALARIES FOR PERSONNEL OF THE CITY OF GAHANNA FOR THE PERIOD JANUARY 1, 2022, THROUGH DECEMBER 31, 2022, AND DECLARING AN EMERGENCY
BODY
WHEREAS, the administration is recommending additional changes to the 2022 Salary Ordinance passed as ORD-0089-2021; and
WHEREAS, the Council previously amended the 2022 Salary Ordinance through ORD-0007-2022 and ORD-0029-2022; and
WHEREAS, requested amendments herein result from the administration’s efforts to ensure the City’s compensation program for the unclassified personnel is competitive for recruitment and retention; and
WHEREAS, the amendments include implementation of a step wage scale, step plan alignment, and market-driven wage adjustments which have been researched by the City’s consultant and recommended by the Department of Human Resources; and
WHEREAS, the total cost for the 2022 compensation program implementation is $32,500 with estimated benefits for the last five (5) pay periods of 2022; and
WHEREAS, the Mayor recommends passage of the Ordinance as an emergency measure immediately necessary for the preservation of public peace, safety, health, and welfare of the City to retain staff and competitively recruit qualified candidates for vacant positions essential to the City’s programs and services.
NOW, THEREFORE, BE IT ORDAINED BY THE COUNCIL OF THE CITY OF GAHANNA, COUNTY OF FRANKLIN, STATE OF OHIO:
Section 1. That this Council hereby adopts the 2022 Salary Ordinance as amended and enacted as described in EXHIBIT A, attached hereto, and made a part herein.
Section 2. That for the reasons set forth in the preamble, this Ordinance is declared an emergency, which shall be in full force and effect immediately upon passage by this Council and on date of signature of approval by the Mayor.
