TITLE
AN ORDINANCE ADOPTING THE 2027-2031 CITY OF GAHANNA CAPITAL IMPROVEMENT PLAN, SUPERSEDING ALL PRIOR CAPITAL IMPROVEMENT PLANS, AND PROVIDING FOR FUTURE SUNSET
BODY
WHEREAS, on August 21, 2023, City Council adopted ORD-0060-2023, the 2023-2027 City of Gahanna Capital Improvement Plan (CIP), to guide the City’s investments in infrastructure, facilities, and other long-term capital projects; and
WHEREAS, the CIP requires periodic updates and formal approval of amendments based on document updates, project modifications, project additions, updated financials, and other changes; and
WHEREAS, the Administration has prepared the 2027-2031 CIP, which includes general plan updates and updates to Section 1: Capital Improvement Plan - Overview, to include information related to the 2025 Our Gahanna Strategic Plan and Economic Development Strategy and how the two plans are aligned from community vision to project execution; and
WHEREAS, adoption of the updated CIP precedes and informs the City’s annual budget process so that the CIP can inform the Capital Budget for the following year; and
WHEREAS, it is the intent of City Council that this ordinance and the adopted 2027-2031 CIP supersede all previously adopted Capital Improvement Plans of the City, and that future CIP adoptions shall likewise replace and sunset this ordinance.
NOW, THEREFORE, BE IT ORDAINED BY THE COUNCIL OF THE CITY OF GAHANNA, COUNTY OF FRANKLIN, STATE OF OHIO, THAT:
Section 1. The 2027-2031 City of Gahanna Capital Improvement Plan, as presented to City Council, attached hereto as EXHIBIT A, is hereby adopted and incorporated by reference.
Section 2. The adoption of this 2027-2031 CIP supersedes and replaces all previously adopted Capital Improvement Plans, including but not limited to the 2026–2030 CIP, and shall serve as the official capital planning document of the City.
