TO AUTHORIZE THE MAYOR TO ENTER INTO AGREEMENT WITH THE STATE OF OHIO DEPARTMENT OF TRANSPORTATION TO IMPROVE AND MAINTAIN INTERCHANGE OR HIGHWAY CORRIDOR AND HIGHWAY LANDSCAPING; FOR PARTICIPATION IN THE GATEWAY PROGRAM FOR THE OHIO STATE UNIVERSITY SALT TOLERANT PLANTING STUDY; TO SUPPLEMENTALLY APPROPRIATE $17,000; AND TO DECLARE AN EMERGENCY.

WHEREAS, the City wishes to participate in a Gateway Program for OSU Salt Tolerant Planting Study with ODOT; and
WHEREAS, this study would further research on salt tolerant plantings in roadside environments; and
WHEREAS, OSU will be providing the non-salt tolerant plants as part of the Gateway Program which provides landscaping and materials to municipalities for use in beautifying roadsides along interchanges and highways; and
WHEREAS, the City will need to cover the cost of the non-salt tolerant plants which will be reimbursed through the program; and
WHEREAS, it is imperative to move forward with this legislation so that we can meet the planting season, and all for the preservation of the public peace, property, health, safety and welfare;
NOW, THEREFORE, BE IT RESOLVED BY THE COUNCIL OF THE CITY OF GAHANNA, STATE OF OHIO:
Section 1. That the Mayor is hereby authorized to enter into Agreement with the Ohio Department of Transportation, 1980 West Broad Street, Columbus, Ohio 43223, to improve and maintain interchange or highway corridor and highway plantings, in conjunction with the Gateway Program for the OSU Salt Tolerant Planting Study; Agreement attached as EXHIBIT A, and made a pert herein.
Section 2. That funding in the amount of SEVENTEEN THOUSAND DOLLARS ($17,000) is hereby supplementally appropriated from the unencumbered, unappropriated balance of the General Fund to Account No. 101.431.5306, Park Maintenance Supplies, to cover the herein costs.
