TO AUTHORIZE THE MAYOR TO ENTER INTO CONTRACT WITH DISPLAY SALES FOR PURCHASE OF STREET LIGHT BANNERS; AND TO DECLARE AN EMERGENCY.

WHEREAS, the City wishes to purchase new street light banners and quotes were received; and
WHEREAS, the Director of Public Service has recommended Display Sales, as the fabrics and colors they use are much more brilliant and they offer digital photo, and they will give us more options for custom banners; and
WHEREAS, it is imperative to move forward with this all for the preservation of the public peace, health, safety and welfare;
NOW, THEREFORE, BE IT ORDAINED BY THE COUNCIL OF THE CITY OF GAHANNA, STATE OF OHIO:
Section 1. That the Mayor is hereby authorized to enter into contract with DISPLAY SALES, 10925 Nesbitt Avenue South, Bloomington, Minnesota 55437, for the purchase of street light banners, in accordance with City specifications.
Section 2. That funding in the amount of THIRTY THOUSAND DOLLARS ($30,000) was set aside in the 2003 Appropriations to Account No. 101.141.5511, Lands & Buildings Capital, to cover the herein costs.
Section 3. That the bid process is hereby waived.
Section 4. That, for the reasons set forth in the preamble herein above, this ordinance is declared emergency legislation and shall be in full force and effect immediately after passage by this Council and on date of signature approval by the Mayor.
