TITLE

A RESOLUTION AFFIRMING THE INTENTION OF THE CITY OF GAHANNA TO PURSUE A COMMUNITY CHOICE ENERGY AGGREGATION PROGRAM WITH SUSTAINABLE OHIO PUBLIC ENERGY COUNCIL (SOPEC)

BODY

 

WHEREAS, on November 7, 2000, Gahanna voters approved the City to become an electric aggregator and create an opt-out aggregation program as authorized under Ohio Revised Code Section 4928.20; and

 

WHEREAS, a program was never fully realized for the residents of the City of Gahanna; and

 

WHEREAS, in 2023, the City Council and Administration hosted multiple presentations regarding electrical aggregation programming; and

 

WHEREAS, on March 18, 2024, City Council passed Resolution 0006-2024, which authorized the Administration to participate in Power a Clean Future Ohio (PCFO), pledged its commitment to reduce greenhouse gas emissions within the City, and sought PCFO’s guidance on reinvigorating a Community Choice Energy Aggregation Program; and

 

WHEREAS, the first step in adopting a Community Choice Energy Aggregation program is to select a vendor to work with the City to implement said program; and

 

WHEREAS, the Administration released a Request for Information (RFI) regarding Community Choice Aggregation options, of which a total of four responses were received, including Aspen, Dynegy, Northeast Ohio Public Energy Council (NOPEC), and Sustainable Ohio Public Energy Council (SOPEC); and

 

WHEREAS, the City Council and Administration have reviewed the RFI and desires to engage SOPEC in reestablishing Community Choice Aggregation for the City’s residents.

 

NOW, THEREFORE, BE IT RESOLVED BY THE COUNCIL OF THE CITY OF GAHANNA, COUNTY OF FRANKLIN, STATE OF OHIO:

 

Section 1. That the City of Gahanna affirms its intention to pursue a Community Choice Aggregation program with SOPEC, whose primary offices are located at 340 W. State Street, Unit 134 A-D, Athens, OH 45701.

 

Section 2. That this Resolution shall be in full force and effect at the earliest period allowed by law.
