Title
TO AUTHORIZE THE MAYOR TO ENTER INTO AN AGREEMENT WITH CARDINAL CONCESSION SERVICES, LLC FOR POOL CONCESSIONS AT HUNTERS RIDGE POOL AND GAHANNA SWIMMING POOL; AND TO DECLARE AN EMERGENCY.
 
Body
WHEREAS, the Department of Parks & Recreation completed the RFP process for pool concessions for the 2014 season; and
 
WHEREAS, the Director of Parks & Recreation recommended we proceed with Cardinal Concession Services, LLC to contract for pool concession services; and
 
WHEREAS, the benefits of contracting pool concessions is appropriate due to the City's current financial situation and the Department's ongoing challenge of reduced staffing; and
 
WHEREAS, the Agreement is revenue generating at a minimum of 6% gross sales; and
 
WHEREAS, it is imperative to secure this contract as soon as possible in order to open the pools in time for the 2014 season, and all for the preservation of the public peace, property, health, safety and welfare;
NOW, THEREFORE, BE IT ORDAINED BY THE COUNCIL OF THE CITY OF GAHANNA, COUNTY OF FRANKLIN, STATE OF OHIO:
 
Section 1.  That the Mayor is hereby authorized to enter into an Agreement with CARDINAL CONCESSION SERVICES, LLC, 100 E. Campus View Blvd. Suite 120, Columbus, OH  43235, for pool concessions at Hunters Ridge Pool and Gahanna Swimming Pool, which Agreement is attached as Exhibit A and made a part herein.
 
Section 2.  That, for the reasons set forth in the preamble hereto and incorporated herein by this reference, this Ordinance is declared emergency legislation and will be in full force and effect upon passage by Council and the signature of approval by the Mayor.
