TO AUTHORIZE THE MAYOR TO ENTER INTO AGREEMENT WITH STONEPILLAR ENERGY, LLC FOR AUDIT OF CITY UTILITY AND FUEL BILLS; AND TO DECLARE AN EMERGENCY.

WHEREAS, the City was contacted by Stonepillar Energy/dba URC Energy about performing audit services for the City utility and fuel bills for refunds and credit of things such as reading errors, coding errors, improper surcharges, tariffs and taxes; and
WHEREAS, no funding is necessary for the contract because URC Energy does not charge up-front fees for their audit services; they would be paid 50% of any refunds/credits they would find by the City at that time; and
WHEREAS, the Director of Public Service has recommended we proceed with URC Energy for these services; and
WHEREAS, it is imperative to proceed with this ordinance so that any refunds or credits can be realized as soon as possible, and all for the preservation of the public peace, property, health, safety and welfare;
NOW, THEREFORE, BE IT ORDAINED BY THE COUNCIL OF THE CITY OF GAHANNA, STATE OF OHIO:
Section 1. That the Mayor is hereby authorized to enter into Agreement with STONEPILLAR ENERGY, LLC/ dba URC ENERGY, 545 Metro Place South, Suite 100, Dublin, OH 43017, for audit services of City fuel and utility bills; Agreement attached as EXHIBIT A, and made a part herein.
Section 2. That, for the reasons set forth in the preamble herein above, this ordinance is declared emergency legislation and shall be in full force and effect immediately upon passage by this Council and on date of signature approval by the Mayor.
