WHEREAS, in 2004 the City contracted with Slavin Management to perform a major compensation and classification study to include new job descriptions, new grade classifications and new salary ranges to ensure our non-union positions were competitive within the public sector market and internally equitable; and

WHEREAS, it was highly recommended at that time that we collect and reanalyze the data every four years to ensure the salaries of all our positions were staying competitive in the market; and

WHEREAS, the Administration has requested that we contract with Slavin Management again to do the market salary update; and

WHEREAS, it is imperative to move forward to finish this analysis before the end of 2008 to be able to include the findings in the 2009 appropriations, and all for the preservation of the public peace, health, safety and welfare;

NOW, THEREFORE, BE IT ORDAINED BY THE COUNCIL OF THE CITY OF GAHANNA, STATE OF OHIO:

Section 1. That the Mayor is hereby authorized to enter into Personal Services Contract with SLAVIN MANAGEMENT CONSULTANTS, 3040 Holcomb Bridge Road, B1, Norcross, Georgia 30071-1357, for a salary analysis, said contract attached as EXHIBIT A and made a part herein.

Section 2. That funding in the amount of TEN THOUSAND DOLLARS ($10,000) is hereby supplementally appropriated from the unencumbered, unappropriated balance of the General Fund to Account No. 101.125.5249, Contract Services, Human Resources, to cover the herein costs.

Section 3. That ORD-0001-2008, passed January 2, 2008, is hereby amended to reflect this supplemental appropriation.
