TO AUTHORIZE THE DIRECTOR OF PUBLIC SERVICE TO AWARD AND THE MAYOR TO ENTER INTO CONTRACT WITH SOLID WASTE AUTHORITY OF CENTRAL OHIO FOR DISPOSAL OF RESIDENTIAL SOLID WASTE; AND TO DECLARE AN EMERGENCY.

WHEREAS, bids were opened November 5, 1999, and the lowest, most responsive, and responsible, bidder has been recommended by the Director of Public Service; and
WHEREAS, it is desirable and necessary to do effect this contract at the earliest possible date in order that these important services are available by January 1, 2000, all for the preservation of the public peace, health, safety, and welfare;
NOW, THEREFORE, BE IT ORDAINED BY THE COUNCIL OF THE CITY OF GAHANNA, STATE OF OHIO:
Section 1. That the Director of Public Service is hereby authorized to award and the Mayor is hereby authorized to enter into Contract with SOLID WASTE AUTHORITY OF CENTRAL OHIO, 6220 YOUNG ROAD, GROVE CITY, OHIO 43123, for disposal of solid waste collected in the City of Gahanna.
Section 2. That the costs are guaranteed not to exceed for a four-year period, and are more specifically stated in Bid Tabulation, dated November 5, 1999, which is attached to this ordinance as EXHIBIT A, and made a part herein.
Section 3. That, for the reasons set forth in the preamble herein above, this ordinance is declared emergency legislation and shall be in full force and effect after passage by this Council and upon the date of signature approval by the Mayor.
